at least in the case of Momo, the super-short skirt is part of the whole Gyaru/Kogal fit: loose socks, baggy cardigan, huge ribbon, lots of makeup, way too many accessoires, and a ridiculously short skirt. it might seem like an over-the-top anime character design, but it's a real thing.
