Hello, my elephant bush plant is not growing, it gets 4 hrs of morning sunlight, i recently fed it with little seaweed+ water mixture. I water it twice a week. . What more to do?

I have an Elephant plant. It's a succulent. It's tiny. How long does it take for these plant take to get as big as your's. I bought it so I could create a bonsai.

The cut was a good one, exposing the trunk.

Next time you apply wire, aim for 45 degree angle (relative to the trunk / branch). You'll get much more strength and flexibility than what you get by tightly coiling it at near-90 degrees as you have in this video.
