Because it sounds like it could've been. Plus, in the Simon Wai, the final Oil Ocean song exists (well not exactly like the final, it's slower and some instruments are different) but is not used for Oil Ocean. However this does not make very much sense because the Oil Ocean track has Arabic influence and MUST have been used for either Dust Hill, Sand Shower or OO meaning that either this song predates the beta Oil Ocean that sounds like the final and was the original theme, or it was incorrectly assigned.

Actually we do have it in the game... well, only one act. The level map for one of the acts of the nonexistent zone was, according to one of the developers, reused and redesigned for Metropolis 3. :P

Watch out for any Genocide city/ Cyber City zone comments. It's Casino Night Zone 2p. Genocide City zone is a scrapped Level from Sonic 2, alongside Hidden Palace, Dust Hill Zone and the old textures for Casino NIght. To play these, you need the Sonic Lost Levels ROM which has all cut S2 levels in it with the old Casino Night Textures.

But they mistook cyber for genocide ( I don’t know how that happened but ok ). When the sega of America found out what genocide means, they changed it to cyber city, what it was meant to be. In the Sonic 2 Beta, Genocide City zone can be accessed as Genocide City, and Casino Night's 2-Player theme plays it. Maybe it's just a placeholder piece, or maybe the devs liked it so much that they just had to fit it SOMEWHERE and 2-player just had to do, whatever. It plays in Genocide City, that is all.

I think its funny that to me anyway, the best 2 songs from Sonic 2 were the Original Oil Ocean theme from betas (this one) and the final version used in Sonic 2! I always loved this. Sonic 2 Beta remake has this on Oil Ocean too which is pretty awesome, by far the best Sonic 2 rom hack that adds old levels to the game, way better than Long Version.
