That is actually a C&O 6 chime replica. The same whistle was used on the heisler during RFW 2010

That specific whistle was used on the heisler in 2005. The whistle on her in this video was built by the Cass Machinist "Pops". The same whistle was used in the 2010 RFW.

They switch out whistles on engines all the time. it is quite common to hear a whistle on more than one locomotive.
