There was a dog in my neighbourhood that jumped off the 34th floor balcony. Neighbours warned his humans to not leave the dog out there unsupervised a few times. They can't own a pet for several years and were heavily fined by the SPCA.

All of the cats I've had wouldn't think twice about jumping from a second floor balcony from foot level. Fortunately I only lived in places where they had access to my front door from outside the building. They had no trouble finding the right door, either. I had to block the gaps all the way up. They wouldn't jump off the top of the railing, even to get a bird.

My brother put up plexiglass along the railings of his balcony (it also cuts down the sounds of the traffic, tremendously!!)... maybe some fancy wire mesh to the ceiling too? That way you won't have to worry about him escaping, and he can go out when he wants.

Tommy says "I don't need you" when he steps onto the balcony for the first time, but he keeps looking back to make sure that Dad is still there. Sometimes Tommy is more attitude than actual bravery and it just makes him more adorable. I wish Tommy and his Dad many happy years in their new home.

Cats view their people as "security" - that's why they often "follow from the front". As long as they are sure you're there backing them up, they can be pretty confident, even in totally strange environments. It's when *you* are as strange to them as everything else that they get super timid, like when you bring a new cat home. Then it can take a bit of time for them to settle in.

I have a cat identical to yours. His name is also Tommy. He showed up one day and sit outside our French door and cried until we let him in. He was very sick. Many vet visits and lots of medicine, he is now a beautiful big boy.

It helps - a lot - if you move with most of your "stuff", especially the cat's "stuff". Somewhere around 50% of a cat's world is defined by smell, so if it "smells like home" they get acclimated pretty fast. We moved a thousand miles to a different State, and got rid of a lot of our previous furnishings... but we kept their litter boxes, favorite blankets, toys, cat trees, etc. so despite being in an otherwise totally alien environment our three kitties settled in pretty fast. As long as we were there to provide "overwatch security" as they explored the new place, there was remarkably little in the way of suspicious slinking and hiding.

They won't hide or be scared as long as their human is there for that first month or so. I stayed in a new home about a week w/ my pets, then left only for short trips(retired,) and stayed w/them arranging the new house etc. Then when I let them out they'd gotten used to seeing the backyard, and were more than willing to be let out. But outside or in I would be there, doing my own thing like chores, yard work etc as they did their own thing. They knew I was there and everything was OK. So they weren't scared at all.

What a wonderful new home, and Tommy really does call the shots. Thank goodness, it is "adequate". I would also look into enclosing balcony with pet screen so he doesn't get so excited and take a flying leap. That is going to be an enjoyable space for both of you to relax, soak in the sun and watch the world go by. Better buy some of those little paper umbrellas for your drinks and chicken treats!

We had a cat out on ours he enjoyed the outer edge. It was a windy day, 3rd floor. Yup. Thankfully my roommate, it was her cat saw it happen as she was returning home off he flew. He landed fine. Was stunned! We watched him carefully over the next few days, but he was fine. After that lol he no longer walked the outer edge. We would of put up a protective edging if he had! My girls never went the edge.

Some potted plants along the balcony would be a lovely habitat for him. Even a ficus tree could be a bird-attracting feature, but the problem with that is if the cat leaps to get a bird, they don't realize it could be fatal. And that lovely high window in the bedroom! If you could get some way so he could get up there, it will be a favorite spot, I'm sure! Maybe a series of floating shelves, to give him the means to go up and down. Have fun in your new place! I had a third-floor apartment with a balcony that the cats loved. Unfortunately, they also would jump up on the rail and sometimes fall off. Luckily there was thick ground cover for them to fall into. They also discovered they could get on top of the little storage cabinet we had out there and then onto the roof of the building. I finally kept them inside all the time after a couple of owls started eyeing them.
