I'd rather get multiple groudon over multiple rayquaza...as rayquaza already has to compete with multiple other dragons for usage. Though the shadow would prob be the best non mega for flying with dragon ascent.

There plenty of other dragon types you can raid with consistently, dragonite, Salamanca, garchomp, hydegion, palkia, dialga, reshiram and zekrom...meanwhile ground only has a few with rhyperior, excadrill, landorous, groudon and one or two others....don't need to worry about getting a shadow rayquaza as much as a shadow groudon

Why don't they show up in the balloons for you? I've been trying to leave my house but as soon as I defeat one another is already there, I got 13 grunts back to back, all 3 leaders and Giovanni, twice back-to-back and here is another one. Kinda got things to do but if this keeps happening I'll probably never leave the house. No more rocker raiders but the grunts keep showing up.
