Someone collected a huge lottery prize that really belonged to someone else. From 2012, Linden MacIntyre brings you the climax of a story the fifth estate first told you in 2006 when we discovered that some lottery ticket buyers had their winnings cashed in by crooked shopkeepers.
As the fifth estate investigation revealed, one particular insider lottery jackpot looked especially fishy. It was a family that claimed a huge $12.5 million jackpot in 2004 with a ticket issued in their store. After police charged three members of the family with fraud and money laundering, the Ontario Lottery and Gaming Corporation (OLG) was swamped with calls from people claiming to be the rightful owners of that winning ticket.
It would take a dying woman's intuition and the OLG seven years to find the true winners of that lottery jackpot. How it happened is a true-life drama full of strange twists, false claims, counter-claims, court battles and a nifty new computer program that can meticulously track the habits of people who play the lottery game. OLG investigators reveal to the fifth estate how they found them, and the lucky seven ordinary guys who suddenly struck it rich speak publicly for the first time since their win.

When Lotto first came out in NZ, a grandmother had bought a ticket for her and her grandson. The parents stole the ticket saying it was their sons and that his grandmother had bought it for him, and she wasn't entitled to any of it. That backfired hugely when the courts determined that the grandson was underage and as the purchaser, the grandmother was entitled to every cent 😊

I was told I won 10 bucks on the lotto 649 here in Canada like 12 years ago but as the store owner passed me the 10 bucks he seemed to be jittery and I saw him daily as the store was beside where I was living at the time but the man was a nice really nice man and I would have felt so bad had I went to recheck my numbers like asking can I see that ticket and take s pucturd of the ticket to check elsewhere but all this time later I wish I had done just that and went back to see the ticket and take a picture of it because I just know something went Down who knows might have been just 100 bucks or so but the nagging feeling I still have about that whole scene still bothers me all this time later and I live in a different province now but still bothers me

@@bill.com1565 ALWAYS keep your original ticket AND the validation slip that shows if it was a winner or not. In Canada, lottery retailers are required by law to give back your validated ticket and the validation slip from your ticket.

Word of advice. You should NEVER ask a shop owner to check your ticket. Happened in Oldham, UK about 6 years ago. Old dear asked her newsagent to check her Euromillions ticket. She’d been shopping there for years. It was a £1 million Raffle Prize winner. He lied and said it hadn’t won. He then tried to claim it himself, the lotto people weren’t happy with his answers about the ticket. They knew the ticket had been bought at a supermarket using a bank card. They traced her that way. On CCTV. Gave her the mill. Gave the attempted fraudster 30 months in clink. Result. Oh and the newsagent had their lottery franchise taken away from them.

Do you not find it highly suspicious that the first case of UK lottery retailer fraud was discovered in 2011? That's 17 years after the UK National Lottery started. The Ontario Lottery and Gaming Corporation investigation revealed that $198 million had been claimed by lottery retailers, employees, and their families over a 13 year period. The Ontario Lottery had 10,300 lottery ticket sales locations at the time, the UK has over 44,000. Camelot don't even randomly test retailer integrity by using undercover operatives with marked winning tickets worth $20,000+ like they do in USA and Canada. Camelot don't ask high tier prize claimants about any affiliation to Camelot, retailers, or employees, and they certainly don't ask whether they're related to anyone who works for Camelot or retailers. Have a look at Camelot's claim form, then have a look at the OLG claim form, they are worlds apart. The Camelot claim form is a joke when you consider one was filled out for a £170.2 million prize. Write to your MP and ask for Camelot to be investigated by the Serious Fraud Office.

Years ago my Dad checked a ticket (at home) and it won $20. He later went to a kiosk and gave it to a East Indian lady to check the ticket. She said it was loser and tossed it. My Dad said no it’s not, she laughed and said she was joking. If I had my time back I would have had my Dad report her, it was obviously a scam!!

in australia you buy a registration card and every time you buy a ticket you use your card to register the ticket ..no one can cheat you

Here in the US there's a spot to write your name and address on the back of the ticket and that solves a whole problem, but people just don't do it for the most part I guess, this is a perfect example.

Kudos to the OLG for pursuing this in finding the legitimate winners. Such a great bunch of guys to have become millionaires together. Sad there’s so many untrustworthy people out there trying to rip people off.

There was a group of about six guys at a place I used to work at who were in a lottery syndicate. One guy was left to look after the ticket buying and did so for years until the day their lucky numbers came up. The prize was well into the millions and the guys celebrated and partied, committed to some big purchases and really lived it up. They ticket buyer guy seemed to be taking his time in cashing in the ticket and the other guys started asking questions. It seemed he forgot to buy the ticket that week, or that was his story anyway. They got pretty upset to say the least and questioned him about where he had been buying the tickets. He named the place and they weren't sure if he was telling the truth so they escorted him the the store and asked the store keeper if he recognized the guy and if he was a regular lotto ticket buyer. The store keeper said he'd never seen the guy before. They didn't kill the guy but they sure wanted to. Management had to relocate him to another part of the factory for his own safety. Not sure what the final outcome was with that but I think there's a lesson in it for anyone in a lottery syndicate.

I saw this in 2016 but watching again. I'm so happy for these fella's and their families. Amazing story about his beloved sister. I hope their lives have been good these past years and that they paid it forward. Love to get an update.

The group does seem very close, but even if they were not close, the group would hear about this on the news when the story broke. If he usually only bought tickets for the group and not individually for himself, with all the scrutiny around the ticket, he would be a complete idiot to lie about it!

Actually Steve I have come to realize that even though I hold honesty and fairness among the most important traits in family and friends, there are those among us that will take advantage where and when they can. This guy seems decent, maybe he was just smart.

Im honestly not so sure they did anythign wrong....this doc didnt go into ANY detail about what happened....did the guy throw the ticket away and just not want it when he cashed it in for a free ticket? If so, then he didnt fill out the back and enter...so id say its the asians prize. Now if the ticket itself was the winner and they lied about it, then the guys would deserve it, but im not so sure thats what happened exactly....

nice to see Rick again and that he's worked his way up the ladder at OLG . I worked with him in the 90's at the regional sault st. marie branch before the corp. did a major downsizing to the sales team . So many good memories working there .

I gave my lottery ticket to a store owner to check (this was before the winning ticket scanner) and he never gave that ticket back to me. Shortly after, he sold his convenience stand. This was in Toronto at the CIBC building. I still wonder to this day...

I watched this story when it first aired few years back. I must be honest. It brought tears to my eyes. Of course it was a tears of happiness. Because in in the end right people got what they rightfully deserved. Things like this only happens once in a life time. Sometimes it may happens more than once. However, happy happy for them all.

This is seriously the best 'light current affairs' good news story I've ever watched. I hope that pair of geniuses who came up with that method of finding those guys know they are absolute heroes. And those responsible for discerning that the NewsAgent's family ran a scam also deserve great credit. I also hope the lad's decided to pool some of their millions together and since they're already in the field, start a serious big construction company or something akin together, $1.8 million each is enough to be secure for life, but if all or some of them put some of their money in together to start say a 3-6 million construction start up company they will see that money returned to them many times over during the remainder of their lives. It's so important to intelligently reinvest your money not just get caught up buying high deterioration items like cars, boats, watches, jewellery, etc.

This has happened in the uk when an elderly person checks the ticket on a scanner the till beeps , to say you've won , but not by how much. The clerk might hand over with a smile and say you have won fifty pounds (forgetting about the receipt ) when the real winnings would have been thousands . The majority get caught in the end.

In the States for sometime now, the moment you buy any ticket and say it turns-out to be a big winner: the lottery headquarters of that state can pull-up the video from the location you bought that ticket. So when you show-up to claim your payday they can reveal same date/time when ticket was purchased and "look" at who's standing there. Mystery solved!

Are you saying you believe all these countries have a lotto like this and that it is mandatory for winners in all of them to identify themselves? I can only speak for America. Hey Brandon ik ur frm Australia so u may not know this but North America covers 3 large countries. It is possible for the 3 nations to have the same laws but there is no such thing as a North American law so it cannot be cumpulsor across North America as a law unless the 3 natioms just so happen to adopt said law. Furthermor in the United States whether or not a lottery winner can remain anonymous is decided by whatever state you live in. In some states a lottery winner can remain anonymous while in other states the state laws prohibit it.

should adopt the norwegian lotto system you can only play lotto,if you have registered with your social security number and bank account then you recieve a lotto card, you can only buy a ticket using this card and then every time you have won, the money goes automatically into your bank account dont have to worry about lost or stolen tickets and if you win the main prize you will recieve a phone call, also for amounts over 10.000kr they will call you.

Update: September 5, 2018 Ontario Superior Court Justice Douglas Gray sentenced Jun-Chul Chung, the patriarch of the family to seven years in prison, his 36-year-old daughter Kathleen Chung to four years and his son Kenneth to 10 months as the judge found he didn’t play a role in the winning ticket scam.

What a great story- I love the twist where a woman in a coma comes out to deliver a message to her brother- how cool! So much love to the men who won this- I wish them all the joy this world can give! ( I also hope they invest wisely and not blow it like that Chung woman😂)

Happened here in Australia. Two youngish girls won, Malaysian or Korean national in Australia on visa stole their ticket, claimed the money and took off. Luckily (from memory) the girls had taken a photo of themselves with their winning ticket.

Check your tickets yourself and keep the receipt of purchase ......purchase at same store .print then ...sign your tickets

I think everyone missed the part that the original ticket didn’t win money, it won a free quick pick ticket. so if he had signed the original it wouldn’t have mattered because that one didn’t have the winning numbers on it. The store keep the first ticket and days later scanned it and got the ticket with the free quick pick. that free ticket was the ticket with the winning numbers. The guy had no idea that he won a extra ticket with the free quick pick.

I went and had a ticket checked,the machine said exceeds payout limit the guy said the machine was broke,and handed me $5.00. a few months later I saw a winning amount of $300,000. plus can't remember exact amount. But then I knew I had been scamed.

Here in NC, you could only buy lotto tickets with cash, for years. How can you build a profile on a customer who pays cash?

Im so happy for these guys. In the past its so easy for the ticket seller to deceive the customer because when you go to check your ticket there was no machine to check it yourself unless you look through all this set of numbers of winning ticket but when you want to buy an other ticket you just hand it to the person to check it for you. I think thats what happened to me but I didnt know you can call OLG if you're suspicious about it. Thanks to the show, now I will report it. Its less than $100,000 but I want to report it even I don't get the money anymore. I just need to them to know.

This happened to me: Winnipeg, the Bay downtown on Vaughn street...I lived in a little apartment across the street...the Basement Grocery Store in the Bay I would get my groceries all the time, about 06, or 07 or so...I gave my ticket to the clerk, she had blond hair. She checked my ticket, and fast as lightning threw it under the counter and said it wasn't a winner. I said 'wait, let me see it!!' and she said, 'what! you think its a winner??!!' I asked for the box under the counter where she threw all the tickets into, and she gave me the box (which I THOUGHT at the time, she threw it into the box, but probably had a little shelf she threw it onto instead as mine wasn't there in the box full of tickets, as I had been playing the same numbers for about 3 or 4 years by that time. I told her it wasn't there and then she said 'I put them all In there, in the box.' there was a lineup and she said 'move on, I'm working.' 2 weeks later she was gone from that kiosk and a month or so later was a big sign up in the Bay window saying the Bay lotto had sold a big winning ticket there...it was under a million, I think, but about 5 or 600,000.00 if I remember correctly. To this day, I always think that I was scammed by her.

The worst part IS, this was happening REGULARLY ALL OVER CANADA. They stole $2million from an old man in Toronto. He died before he could see the money. Though they did give it to his Estate.

This is why I always check my tickets online first. Then validate them before handing it to the clerk. Years ago I use to play the $7 649 combination when it was a buck. Once I had 3 numbers so I knew I won $40 and when I handed it to the clerk he said I won $10 and I called him a thief and a liar right there because I knew I won $40. I rarely play those big lotteries 649/ lotomax now because there is no money in the smaller prizes. Take Lottario for example, get 4 of 6 you win $10, get 2 and bonus # you win zilch, bonus # only you win a free play. I think the lottery corp is losing sales on those big lotteries because there only seems to be a 649 winner once or twice a month now. On more than one occasion, I've had Asian shopkeepers not bother to give me my validation slip, and when I call them out on it they have the nerve to argue about it, at which point I inform them they could lose their lottery terminal if they DON'T comply with my request. Check your ticket against an online lotto winning numbers website and validate it using an in-store scanner before EVER trusting any clerk.

they were sentenced prison time in september, appealled their case and the judge granted them bail while they wait on their appeal. The money was sent to North Korea years ago. They have since left Canada to avoid prison. The OLG needs to just charge it to the game. When you give the wrong person the money, it's gone.

I always ask for my ticket back after it’s checked, I worked in Bowral NSW Australia years ago where a family owned newsagent/lottery shop was caught holding on to winning tickets, the pretended to scan them then crumple and throw in a bin....only to retrieve them once the customer left. They were Asian also.

OLG coming out as the good guys here! How can you determine a persons buying habits where there is no ID or personal info used when buying tickets? They took 7 years to find the 'winners' how did the 'winners' remember their purchase of 7 years back? No proof is provided that this analyzing machine works or that the 'winners 'actually won!

In Australia we simply purchase 'Players Card' for Lotto. In results to this you will always be in touch with your winnings. ✌

Even though this comment is a year old, I thought I would answer for anybody else wondering. All 3 Chungs were found guilty of fraud. The store owner, Ken Chung received a 10 month sentence (the judge couldn’t prove he was involved in the $12.5 million scam). His father, Jun-Chul and sister Kathleen (who were involved in the $12.5 million) received 7 years and 4 years respectively. It happened to me once back in 1985 or 86 in surrey B.C , the store keeper told me i had won 10 dollars, but before she told me that , i saw her eyes buldge with surprise. I took the 10 bucks and did not think more about it.Then about 3 or 4 weeks later my sister in law told me that the store owner had won the 649 jackpot and closed the store.... To this day i still believe that winning ticket was stolen from me. I guess it is way too late to prove any such thing. Oh well I have had a pretty good life anyway. Mind you it sure would have been nice.
