Cellphone companies may be bending the rules by letting children authorize additional data without their parents' permission. Although the CRTC’s Wireless Code was brought in to prevent bill shock, it doesn't seem to be working for some families.

@@alexandert8620 Same. Back in like 2009 I went over my data limit and the provider never told me, and when I received the bill it was over $1200 bucks for one month. Since then I have switched to prepaid and never looked back. Over the last few years auto-reload became a thing and now it's just like postpaid, but I never run out of data now, and I can choose not to pay if I'm broke because it will just pause until I reload. Prepaid is the best thing ever.

I think parents should make it clear to their kids that they cannot go over their data limit, or else they pay the difference. If they go over more than once, I would take them off the family data, and block their account from data usage. (You can do that)

It costs service providers lots of money to handle a CCTS complaint, usually more than what they end up charging the customer, the CCTS also gives consumers documented leverage to bring in a power of attorney and handle the rest, so while the CCTS can’t directly enforce anything, they open gates for taking the company to court or to higher offices... Try calling a phone company and telling them you will file a CCTS complaint, you’ll be speaking with a manager within the blink of an eye.

As long as we aren’t complaining too much it easy for them to look the other way. Canada now has public mobile and lucky mobile, they are far cheaper and honest companies in terms of get what you pay for (they will send text messages when you’ve used 50,75, and 95% of your data and cut you off once you’ve gone over). Also they charge around $30-$40 for up to 5gb of data a month and unlimited texting and calls

Thanks. I'm just so grateful I stuck to my guns with my teen. I couldn't afford cell phones at the time except for pay as you go. She asked for one of two gifts for her sixteenth birthday, a cell phone or a dog, and she got the dog. Financially she needed to wait till she was financially independent to afford a cell phone. The dog's the best choice as she's brought so much love into my daughter's life especially and mine.

i remember there WAS a way to create a "kids" account for your phone line, but back before smartphones. it prevented extra lines from being able to make charges on the account (this was when mobile phone internet was, pay per page and only used for buying ringtones) ALL THEY NEED TO DO, is NOT text the non primary account holder. ALL they need to do is have their clients select which line they want the texts to go to. it's not that complicated. it's not new technology...

I once had Rogers charge me $300 more for data overuseage. However, one call to Rogers and that charge was gone. The carrier is obligated by law to inform you when you are nearing the limit, at the limit and over the limit with your data. Because they haven't sent me the message (glitch maybe), the rep basically said, "we are obligated to let you know about these things, so I am removing the charge from your bill".

What's really weird about this is that when texting first got started, people used it over phoning because customers were charged on the basis if time used. Talking on the phone took longer than texting. For example, a phone conversation might take 3 minutes but texting the same conversation would take only a fraction of a second to say what would take 15 seconds to say on the phone. So telecoms recognized this, realized that they would make less money with texters, and started to charge for "data usage" rather than time even though it cost them less for data transfers than time usage.

$1700 is the most expensive data package I have ever heard of. $50 a gigabyte!! In Taiwan data is so cheap its only $3.75 per gigabyte and that's on prepaid. Once it goes over it just shuts off. or go unlimited for $30 month per line. If you need unlimited data in a jiffy, 9 USD will get you unlimited data for 7 days.

For some plans, the data is as-you-go and user is charged $5 for every 100MB. That comes to $50 per 1GB. I use that plan because I almost never use data. In my opinion, the mother should make the child repay at least part of the $1700 - if not for making her learn a lesson in responsibility.

But still, $50 is still very expensive. I live in the USA where telecom rates are regulated. In most countries telecom rates are regulated by the communications agencies. eg FCC,NCC,OFCOM,ETA,ACMA etc. Some how the CRTC does not regulate these rates therefore the provider can charge what they like. Even Australia has better plans than Canada does and they have a sparse population. I heard in Canada, they still have anytime mins or local mins. What is this, 1995? Its time to change. Its called robellus for a reason. They are a cartel that is worse than AT&T or even Verizon. Robellus is afraid of the future. Just like T-mobile's CEO said, these telecom untlities have no place in the future of technology.

Not in this connected society, That might be fine 30 years ago,but times have changed(Those days are over).I mean when I was in Taiwan there are more phones than people. Kids have phones there because it is a nessisity there. I saw a blog about a Canadian combat soldier in Afganistan and he said peasant kids were teasing him because they had better phones than the soldier has and they laughed at the prices Canada charges to consumers. 1500mins 1500SMS and 20GB of Data only costs 6 USD a month.

Someone said the phone companies don't know which phone number belongs to who. I can't say about Canadian companies b/c I'm in America, but when we had an AT&T Family Plan, they knew which number belonged to which person, because I told them. When one of my family went over (texts, not data - prestreaming days) they contacted ME, because MY NAME was on the bill as the person responsible for payment. They didn't contact THEM.

In Canada, most providers don't have unlimited plans for data so that is an amount gigabyte and when you go over that amount you get charged.

@@brid5970 In America when it comes to home internet we pay for speed note data usage. And while we do have cell phone plans the charge for data we also have lots that have unlimited data (and texts and calls. Well unlimited calls as long as it is within the US and you are not roaming) and they can be relatively cheap ($50 a month).

The US has much better data plans. None of the 4 major providers, (Verizon, Sprint, AT&T, T-Mobile) will charge you for overages anymore unless you're on an old plan.

Please research American testing before you make such comments. America tests EVERYONE in a nation of 300 million whereas other countries test a much smaller portion of their population. Ask yourself how China has such a low literacy rate yet they test higher than Canadians in Maths and Science? It's because they only test a select few high achievers. In the US, extremely underfunded public schools, where some kids have not eaten over the weekend, are lumped in with well funded elite schools. Also ask yourself why most of the top ranking schools in the world are in the US and are mostly filled with American students? Testing data is highly skewed.

Here in the Philippines, use prepaid than postpaid. We are one of the cheapest cellphone bills in the world. Prepaid is more prescribed here than postpaid. Average monthly bill here is Php 500 - Php 4000.

While this is old video. Cellphone company over charge for data, consider mobile data is just data from internet. But isp put such low data caps at HIGH price. These companies are OVERCHARGING for same data. Does not matter if mobile or from home data. Still all comes from same source. It makes zero sense why can charge so much more for 1 GB mobile data vs internet data.

FiNiTe Me, too. I don't FB or other apps like that, but I do use youtube (obv), Netflix, and Prime, and if I use 50G in a month, it freaks me out. I can only think the telcos don't really have accurate data meters - they seem to clock a lot more usage than is normal. Maybe that would be something for CBC to investigate. It could also be that these kids aren't force-closing apps when they put their phones down.

I got my daughter her fist phone on Bell I got her a plan that had little to no Data until I got the first bill. I even shut data off on the phone, but some how it got turned back on & she had a bunch of extra charges. I went to Bell & asked them how this was possible since her plan has no data. they told me I needed to purchase a Data blocker that was already done when I initially purchased the phone so I had to pay it again.

To everyone in the comments blaming the kids.... you're ignoring the key thing: they are price gauging. The price has risen SIGNIFICANTLY in the last few years. We pay more than almost any other country in the world for data. Doesn't that upset you?? Like I'm an autistic adult and I got screwed by data overages. I struggle with numbers, cause and effect, and all sorts of daily functioning tasks and whatnot. Hell I need a case worker who I see once a week to help me with a lot of stuff. Now my credit is so bad because of data overages that a) my previous account got shut down, and b) when my phone broke past warranty expiration, I couldn't get a new one. It's been MONTHS. I have autopay monthly payments on my credit card, and my tax returns gave me enough money to pay for my giant last cell phone bill (because it had been the first time I'd ever done my taxes.... I'm 24), so my credit should be ok after 6mo... but that's 6mo I'm gonna be without a phone - in a society that relies on everyone having a smartphone. And as an autistic person: you have no idea how much my phone helped make it easier to function in the world as an autistic. I struggle to do basic tasks like groceries now. (If you think I sound too competent for my claims: I am book smart but when it comes to daily functioning I struggle greatly. It's intellect vs. executive dysfunction, sensory processing, overloaded mind, etc. I used to be able to function fine... but since my burnouts? Yea. I can barely do anything for myself anymore.) As for how I ended up using up so much data: well I ended up homeless, then living at the YMCA. The internet here is TERRIBLE. But to set up new internet I'd have to pay $200 upfront, which living off of welfare I couldn't afford. Because despite being severely disabled, I was rejected for disability support TWICE. Third time I succeeded, and with the few months backpay I actually was able to set up some proper internet in my room. So when I DO get a new phone, I won't get a bunch of overages like last time. Because I mean from 19-23 living on my own I never had problems with overages. Because I had internet at home. (I was kicked out at 19 for being too "difficult".... my parents kinda suck.)
