The reporter is right...that's exactly what the US strategy has been from the end of Obama (when it was light and hence Xi was still hoping for compromise at that time) through the current day and in both parties. Strategic trade protectionism is ok if it helps preserve US labor demand, etc., but the US needs to cut the crap with military encirclement.
