Looks like an assisted dip machine not pull-up machine from what I can tell but close enough. I usually see them in one machine not separate though. Yeh lol I used to do that when I was a kid too. So much fun .

For calves he needs to do reps with at least 90 pounds- pushing the plates down even harder to ensure a very tight stretch happens - The fibers of your calf tear when they are bearing excessive weight- they have load bearing capacity- but it can be broken- when that occurs thats when they grow- calves do not grow from pushing your toes- if anything you are working out the top of your feet

His legs will be smaller from the amount of reps you have him pushing - he should be a certain select 2-3 exercises max at top weight with perfect form with spotters on every set to ensure injury does not happen
