Maybe if Bulma used her genius and resources to upgrade the world's military, they wouldn't suck so much. Militaries don't stick to technology that even Dragonball Era Krillin could defeat by just delivering milk and plowing fields. There would be a recognition that their stuff is obsolete and some research into armies that work. They wouldn't keep spending on old tanks and planes that are obviously useless.
