I Don't remember exactly but I think the reason why Tien was able to do what he did to second form Cell was because Neo Tri Beam works kind of like Special Beam Cannon where the power of the attack can go far beyond the max power level of the user although usually attack's like that have a cost Special Beam Cannon takes a shit ton of time to charge if you want the output to be above your max power level so like a beam version of a Spirit Bomb I guess longer it charges the strong while Neo Tri Beam can be shot off fast but it not only takes a shit ton of Ki but I think also Lifeforce to use which means use it to much and you could die So dude was literally putting his all into that shit

The original scene would make perfect sense if they were just going off of how strong it was implied to be relative to the user’s power, back in OG Dragon Ball times, especially with this being a refined version. But then that time he used it on Nappa and it barely even doubled his base power happened, and you end up with this weird power scaling.
