If your cloth starts crumbling up as you activated self collision -> decrease the self collision margin. The default value is pretty high and when your average vertex distance is lower on frame one it will cause glitches as the mesh is immediately colliding with itself.

I'd assume the reason the hair explodes is because since it's "parented" to the balloon's top vertices, and the balloon's simulation is prebaked, the vertices might be clipping with the ceiling just slightly. It can probably be fixed by just moving the ceiling upwards by like 0.05.
