that's what I was thinking too. There has to be some sort of rendering right? My assumtion is -> art using tweening/vector art -> convert every frame to pixel art using specific rules (decide which parts are allowed to be converted 'loosely' like hair/legs, decide which aren't like the face) -> add a outline filter where needed by coloring the empty edges of the character's pixels black I've seen other people do pixel art animation super fucking smooth like this and I'm convinced that there's some kind of program that's doing those things. I can't comprehend doing this animation by hand in the modern age. Alas, I have no idea what that program would be.
