Good Point, but if you are installing a new belt you are going to have to loosen the starter generator anyway

Nope. Having a similar issue here with 1 of out carts I haven't had a chance yet to diagnose it, but there should be a switch/sensor somewhere that let's the starter motor know you've hit the pedal and it should turn on. It could be just jammed in or have gone bad.

Or it can be a bad starter solenoid/relay. Gonna check mine soon

why struggle to remove the starter generator belt if you're replacing it anyway? Just cut it off
