This one happened to be the most extreme on record...which when you look at the ocean's temperature it is not surprising

Sounds a bit like our weather body in Australia. They rely too much on electronic warning systems . These appear to fail if water rises quickly. There is no substitute for local knowledge and eyes on the ground. Not people sitting in a dry office well away from the flood zone. There needs to be more trained human presence, not just electronic monitoring in a comfy office. Also anyone with a modicum of knowledge would know that a high volume of rain in catchment area and below in a short space of time will create a flash flood. . The severity of which will be even worse if the ground already saturated and the water has no where else to go.

The people keep pointing fingers and assigning blame to anyone they think is in charge. It's unlikely anyone can take full blame for this catastrophe. Who would have known the flood would be that powerful as it never happened before? This was a pure act of unpredictable nature. How much early warnings could the people have received to be enough to clear all traffic, move their cars, etc.? The people may have been able to get help sooner after the flood but it would be a logistics nightmare to assemble men and machinery in a single day especially with the roads blocked and the train rails damaged. Helicopters could have airlifted supplies to the people, but they likely don't have those heavy-lifting helicopters ready on a moment's notice. Throwing mud on their royalty and calling them murderers is a bit extreme as the royalty doesn't have that sort of control. Where would they get the experience to handle such a rare event? Mother Nature or mankind's carelessness is to blame. Blaming people won't help at all in this case. This catastrophe is simply too large to handle as fast as some people think it should be handled. There are hardly enough skilled people in Spain to handle a flood of this magnitude. Although civilians want to help, thousands more people at the scene can still present problems without proper guidance. This whole disaster comes down to just bad luck and it couldn't be foreseen.

What the interviewer and the female on-the-spot journalist don't understand and don't take into account is that this phenomenon, called the "gota fría" or DANA, happens every year to a greater or lesser degree and that the local people know this and would never have expected the severity of what happened this year. In 1957, after the last catastrophe, the river Turia was rerouted to avoid Valencia being flooded again and indeed this year the city itself was untouched. It's far too simplistic to say the warning was too late and anyway no warning could have specifically pinpointed where nor how the disaster would unfold plus most people would have ignored the warning. I have lived in Valencia for nearly 40 years.
