Go to >Edit>Preferences>Add-ons search for Mesh F2 and enable it. With that add-on enabled in edit mode, every time you select a vertex that is between two vertices, or an edge and press F key, Blender will extrude a face from it.

Am I right, if you want good retopology, you need to do it manually?

Yes expecially for characters since you need to be in control of how it flows, but for objects that won't be animated doing it with addons or retopo tools is a better way to work faster

I have a question after doing Retopology, I have to delete the other one and use the one I made now, right? ♥

I won't recommend deleting. For me I keep everything in different collections as I progress. If I mess up I will have somewhere to go back to instead of starting over again. I use the high res sculpt to project details on the retopologized mesh but all in all I normally don't delete anything.
