I don't remember these places looking really any better forty years ago. My late mother went to Temple and used to take us kids in for dental work to get her license. Hell, anyone who's seen "Rocky" from 1976 can tell that large parts of the city have been extremely neglected for a very, very long time. Impossible as it is to believe now, a century ago Philadelphia was one of the country's more attractive cities, and certainly had some of the best housing even for people with fairly modest incomes. It was miles ahead of, say, Pittsburgh with its putrid shantytowns surrounding the mills.

Philadelphia was never Paris, but at one time it was a reasonably attractive city very heavily influenced by Britain's Victorian terrace style of housing. One of the reasons it looks so forlorn is that most of the decorative elements are made from wood which requires a lot of maintenance and looks hideous when left to rot. You can Google old photographs or if you're exceptionally curious there's a great photobook called "Philadelphia: A City of Neighborhoods, 1890 - 1910."
