This area is horrendous. The first 2min of the alley crawl is just next to the street from a project I worked on (Westlake). We would walk in a group of 5 or 6 of us at 5am. Unfortunately you're striking at the heart of the problem. The rent is too damn high across the country! Homelessness in L.A. is an incredibly complex issue. The lack of accessible mental healthcare plays a significant role. Childhood trauma often leads to substance abuse. There is an influx of people from other states, drawn to L.A., further adding to the homeless population. Then add the high housing costs and inadequate social services... it goes on an on, so complex. At the end of day these are Americans, our brothers and sisters. More important to try to help them than to argue about who did what.

Drug use among youth has declined and incarceration rates for drug-related offenses have dropped. The policy has proven cost-effective, redirecting resources from law enforcement to public health initiatives.

Tbh this place isn't actually that dangerous unless you're a single woman. I'm a white guy and I would walk around here all the time casually in the hours of midnight-4am when I lived around here and was DJing illegal after hours warehouse parties in the area. They mostly either have mental health or drug problems or both. But they aren't usually particularly threatening. Never attempted to rob me or mess with me 3+ years of living there.
