Referees don't write the rules, but they choose which ones to enforce by exercising common sense. You've fined him, you've given him under an hour to go out and find a nice pair of pants, and you've made him forfeit a game. Players spend money and time (which is also money forgone) traveling to this event. Magnus has said he can come back tomorrow with better attire, but your response is sanction after sanction. Please pick your battles. It sounds more like a group of people are having a little bit of a power trip and it just reflects badly on FIDE, in a world of chess where FIDE is increasingly trying to remain relevant. (And it's not like Magnus was wearing sweats, flip flops, or shorts. He actually looked quite fashionable. Please get with the times).
