Normally puberty starts at 13- 14 max but in some populations weak testosterone levels makes Teenage boys look like tall girls. Wonder where you are from? Anyways it's normal to see facial hair at age of 15, don't believe? Ask for your grandfather whether he looked more mature than you at his age. And stop drinking your estrogen rich water due to excessive ocp use.
