The whole crossover was great it all felt like a seamless movie with characters from all three shows spread out though the event. The guy literally caused mass panic because he didn’t get funding for his research this virus was all to prove his research was worth a grant. Satisfying that after all the panic and danger he put the city through Voight did not take him alive.

There was meant to be a parade but nobody showed up, they were so frightened about the virus that they were all indoors. I believe they say something in the episode like “I’ve never seen Chicago this quiet in my life” but it wasn’t included in this edit.

In reality city services wouldn't deal with a bioweapon threat. Fire and EMS would be left on standby to deal with regular accidents and the huge amout of secondary incidents that an event like this would create. The FBI would handle the investigation in conjunction with local law enforcement, and the CDC would take point on setting up quarantine and biological responses.
