That flashing on the back is laughable and tarring it might seem like the best protection short of a cricket but this should never pass inspection in the first place. The water will run up the tar and inundate that bottom piece of siding causing a leak early at the corner post seals. Hope that was hardie board for siding but even that succumbs to roof heat/water chipping and shaling long before the other boards. And did I say that the back of the chimney is hidden from view as to its nature? I like the height of the siding and corner posts off the roof and the alignment of the siding all around.

My carpenter wants to cover this type of chimney with plywood and them put the siding on. Is this safe?

the sheathing is necessary for shear strength of the chimneys as they are very unstable unless they are particularly short ones. When nailing the replacement boards on one of these structures it'll jiggle like crazy. Nailing horizontal boards as in this case, the siding, may not keep this structure from moving such that the caulk fails at the corner posts and thereby creating a leak.

Plywood is not exterior grade so use siding materials which are exterior grade with caulking, primer, and exterior paint.
