In the west it is owned by companies and shareholders and normally stands or falls without state subsidies. Steel is a classic example of where cheap and subsidized has hurt the competition in Europe and the US. The playing field is not level.

@@SuperMikado282 Perhaps the only problem is the high altitude. Your International flights only land in Lhasa which is 3650 metres above sea level. Most of the other areas of interest are higher. Otherwise, the scenery in Tibet is really stunning. I visited the place in January 2019 and quite a few members of my group felt unwell and some had to leave at the earliest opportunity.
