I think in order to attract more people to come back to their home countries, the government of those countries need to do more to provide a good environment, incentives, and competitive environment for those who willing to come back. The return rate for Chinese oversea students are high only started in recent years because China is getting better and offer very competitive incentives for returning Chinese talents and top researchers and scientists. Philippines is another country where people go to foreign countries to make money and stay abroad if they can.
