This is just the beginning of the new government. It remains to be seen whether the new government will behave like this in the future. At least not in the case of the Taliban government, which was not the case.

Situations are different and incomparable although the source of the problems both stem from colonial dehumanisation and the havoc reaped during those times Syria was the French mandate, Afghanistan was invaded by the British, Soviets and Americans with none being successful. So why are you surprised when people are radicalised and react? Since the rules of war in Islam are clearcut with no confusion anybody who strays from that then it's clear they were acting against Islam. The Taliban are not perfect and I disagree with their methods but I fully understand what they've had to endure. Fighting a war is not easy, fighting all 3 superpowers of the last 2 centuries is another level and despite the huge technological disadvantage they prevailed over all of them. The point is understand people can't be perfect when subject to deprived acts and injustice, depravity breeds depravity as history has shown. For the most part Afghans and Syrians have kept the mercy despite what happened to them, those who fought them were given amnesty which is more than could be said for Assad or what they would have done had the Taliban lost.
