I'd argue a soft yes. I don't mind boss monsters having a little protection, but full untargetable on top of immune to destruction is utterly obnoxious. Giving more things weak protections is great.

I see how one can make the argument. But I think they are more comparable to stall cards than floodgates since you are still allowed to play and use the tools of your deck to out it (unless the tower has quick play effects). And sure it isn't fun to lose to a card you are literally unable to out, but that is just asymmetrical card games for you. Some decks just hard counter others and some decks are really strong in some metric while extremely vulnerable to specific things.

So Meltdown does allow the other player to respond to the activation of fusion effects. It's if the very first CL in a chain is a fusion summon effect, your opponent cannot respond after it resolves. But after the next set of chains resolve following this fusion summon (assuming the next CL 1 isn't a fusion effect), the other player can respond. So CL 1, invocation, CL 2 d.d. crow. After invocation resolves (if meltdown is on the field), your opponent cannot respond to the chain that starts up immediately after this. It essentially protects from "when" effects and allows the fusion summoner to sneak in a free quick effect immediately following the resolution of a CL 1 fusion summon.
