As a general rule, i think expansions should wait for at least 5-20 plays before being added. Circadians for me is closer to the 20 plays

Couldn't you just choose 3 of the negotiation boards to use to have some more variability there while keeping it tight?

Not really. The 3 you would want are the 3 starting ones, as water is the cheapest and most basic resources and the milestone board is unusual.
