Todo didn't make Yuji swap places in the end, it was a fake out. Todo can't do his CT anymore but Mahito didn't know that so he assumed he swapped places and swung at air which allowed Yuji to hit him with the black flash. Todo holds the title for one of the greatest fake out of all time.

Watching Mahito get swirled towards his ultimate demise, along with the added audio of him pleading for his life before letting out a final shriek of despair as he seizes to exist actually fits this scene really well. The context is a little different though, as in the anime and manga, I’m pretty sure that Mahito attempts to attack Geto if I’m not mistaken, but honestly, it sort of does fit the idea of Geto having waited for Mahito to mess up just so that he can get to punish him, exactly like the voodoo entities from the original Disney movie felt towards Dr. Facilier. Either way, I think this version of that scene does a really good job at showing the desperation such a degenerate like Mahito can feel, because even though he has mindlessly killed thousands if not millions, he is still human in one way, fearing for his own mortality just like the people he had tortured and murdered.
