Of course, currently all cable is equivalent as the one shown on the pictures of item link itself. Not bared cable, but the cable with DC head connector, which is better.

Pump can work outside of water. No problem. However, it's essential to make clear that pump cannot be self-priming and it has no ability to suck water from lower location to higher location (somewhat like drinking milk tea, drinkers could put a straw inside.-- Pump is not capable to do this.).

Regarding pump itself, it works via centrifugal force of impeller: impeller rotate fast to push/ throw in-flow out of outlet, getting the performance of pumping/ circulation, etc. It's a centrifugal pump, and it's essential to make sure that flow can actively sufficiently pass into inlet of pump. No dry work without in-flow or with little in-flow; otherwise, pump could be damaged.
