Yes, may be you are right. But, kindly remember if such point is asked/discussed during the UPSC or any other interview, refrain from answering it this way. You can alternatively say that these are not implemented fully and you can also suggest ways to better implement them. Then your Civil Servant's personality will be seen. Hope you get it.
