Curious as to why the markers are flipped color-wise. Wouldn't red be to starboard upon entering from open waters?

Most of the world has red coke "cans" to port (red light) and green "trees" to starboard (green light). IALA "A" system. USA etc uses IALA "B" ie green port hand markers. This is confusing for people venturing beyond US waters., but it is what it is. Stay informed - stay safe - enjoy sailing
