I actually have a question, so the ToBI system does not really fit other languages, then it is not also fit to mark the accent patterns that actually come from other languages, then what should we do if we want to compare the non-native pattern with the native pattern?

That's a really interesting question, and I'm afraid I don't have a really good answer for it. I'd expect that the non-native intonation pattern would sometimes fit the native pattern, and sometimes not. So in certain cases, you'd get the regular elements of the English ToBI system, and in other cases, you'd get something else (perhaps a re-production of the non-native intonational system). I'll have to poke around and see if anyone has worked on this problem before.
