It is classical Raag, so yes similar to scatting using the classical notes, he is the nephew of the great Pakistani qawalli singer Ustad Nusrat Fateh Ali Khan who was also his teacher and who's 'scatting' as such was infamous, i hope you all get to hear his uncle, they come from a family that goes back generations in their training in classical music.

It's amazing to see like legends are legends for a reason. Even singing in a different language he made you feel that no one is better than him in vocals in just few minutes. And yeah I would suggest if you are reacting to Indian/Pakistani classical music in near future you should watch few videos on Raags.
