As a young teen I loved the original song and now in my 50's I appreciate Dolly's version as well. The song made me feel alive back in the day and today makes me feel that God and my parents in heaven shine on me.

No, you do not need to contact the person to cover their song. However, royalties must be paid if used commercially.
