Yes you can, however we suggest you can also opt for a 1+1 program. It is more budget friendly and it gives you more options to explore in terms of courses and universities and has got no impact on your PGWP

Yes, with a school certificate equivalent to 12th, you can take admission in a Canadian institute. Most of the colleges in Canada offer admission to NIOS students of India with scores above 50%. Take a note, the top programs at the top-ranked universities in Canada require even more than 70% in 12th.
