That means absolutely zero when people testify in congress, unlike the judiciary the house and senate do not have immediate ability to impose lawful orders or press charges or to find anyone guilty of a crime. As one of the members stated it has to be requested that the offense of perjury be prosecuted by a judge. If you live for long at all you will see almost everyone who testifies with congress constantly perjure of themselves it is practically a tradition to stonewall congress. It almost never ends in a shred of a charge or fine of any sort. The refrence made to one person in particular being prosecuted is literally the first time in my fourty years I have ever heard someone being prosecuted and every single congressional hearing I have ever seen has resulted in accusations of perjury during the hearing. Congress simply is not meant to be able to hold any sort of lawful power to hold anyone accountable it is just for show period.
