I feel like Piccolo would be a great candidate to be a God of Destruction. I think Whis's training would finally allow him to match and possibly surpass the saiyans. Even just training on his own, he's shown that he can match SSJ2 Gohan (not as much of a milestone these days, but still impressive) so he's definitely capable of further growth. Also, he's really not getting much character development so it would be a good way of making him more involved.

I love the relationships between the angels and gods, its so funny to see them interact. XD Everything sounded about right except for Hakai capabilities. Gold form Frieza escaped and used it on Base form Goku and Vegeta's explosion overpowered it too. I think that the Hakai energy is always at a base power and cannot be amplified (but can be used in smaller quantities to destroy less matter) and anything weaker than that base power is auto destroyed like you said, but anything higher can escape as long as they have the willpower and brute power to do so explaining why a Frieza can escape (because his gold form amps him up A LOT) but Goku couldn't despite while in blue he is definitively more powerful (because he was surprised by it in base form and couldn't fight it off and transform at the same time). Although given how universe 9 was 1st to go out, maybe universe 9's god is very weak himself and could be contested by golden frieza as he seemed quite intimidated when talking to him. If so maybe energy of destruction only scales to its owners power meaning if Beerus used his Hakai on Frieza, Frieza wouldn't be able to deal with it and would be destroyed without even being able to struggle. So those are my 2 thoughts on how Hakai energy might work. If I missed anything that in the anime directly disproves this feel free to let me know.
