Easiest solution: they're talking about multiple workouts per day. You can do 5 workouts, working out every other day, in a week if you do two workouts on 2 of the days. You can even take the weekends off :)

The simple answer is: he ALWAYS works out both Saturday and Sunday. Therefore starting each week’s workout on Sunday he does work out 4 times each week while still technically only working out every other day. And saying 4-5 isn’t that big a stretch as imagine if you always work out 4 times and if you have extra time some random Wednesday and wanna get a little workout in.

I think I found the best way to explain it. We'll use February for our month since it has 28 days (when not a leap year) since 28 is evenly divisible by 7 (28/7 = 4), the amount of days in a week. If you were to split the weeks directly in half by including half workouts (7/2 = 3.5), this would happen 4 times-one for each week. 3.5 days worked out, 3.5 days skipped times 4 weeks. 3.5 worked out x 4 = 14 days worked out, 3.5 days skipped x 4 = 14 days skipped.
