The primary thing to consider with something like this is Heavy's role. His purpose is to function as area denial and pressure. A physical embodiment of a team's hold or encroachment; the middle-ground between Engineer's sentry and the rest of the classes. Therefore if you were going to give Heavy an LMG, I'd say the best way to make it work would be to think of it like a mobile mini-sentry. Firing it still slows Heavy down like a minigun, but it doesn't have to rev up or wind down. To balance out the mobility, have it deal greatly reduced damage, demand higher accuracy, and reduce Heavy's total HP by around 25 - 50. While I believe this would be balanced, it would likely have one HUGE problem: feeling flimsy and unsatisfying. We all know TF2 heavily relies on all-or-nothing high-damage weapons. The minigun is unique in its sustained fire, and it only gets away with this because it cuts through enemies like butter. A lower-damage LMG could easily feel like Sniper's SMG due to a lack of immediate impact. To remedy this, I'd argue the best solution would be to make this "LMG" function closer to a bottomless slug shotgun, with a similar fire-rate to the Family Business. This fast-but-not-quite-automatic style of thudding high-impact blasts would be much more entertaining to land. All in all, a weapon like the one described here would be the perfect option for a mobile attack Heavy. An excellent middle-ground between the stock and fatscout play-styles.
