@@BizLaw if I got two drug offenses to where no landlord request any money cause no property damage was done,no stolen goods so nothing to recover and no victims so how do I owe restitution instead of just court costs?? May I add even the judge knew I was taking the cases for other people the drugs were never mine!??

Hello! Section 49 comes from the Restatement (Third) of Restitution and Unjust Enrichment, which was published by the American Law Institute (ALI) in 2011. The Restatement is meant to clarify American common law. While English common law and American common law share a common heritage, the two systems have become quite distinct in many areas. Therefore, you should not reply on the ALI Restatements when opining about English law.
