Can one change the control valve on Warner 71C while its in the boat or does the transmission need to be removed?

You can definitely do it in the boat, no need to remove the transmission.

Will this fix the shifter that is stuck in neutral?

This can be one of many reasons, Make sure you have good oil pressure and that everything is moving smoothly. This is not too complicated to remove and clean so definitely try it. You can watch my other video on how the transmission works. Good luck!

With the engine off, should I be able to manually move the shift lever from neutral forward and reverse?

@@elimeza7123 When the engine is on or off you will be able to move the lever (assuming you disconnected the control cable). However, when the engine is off you have no oil pressure in the transmission so it will not go into gear (will stay in Neutral).

@@ItaiLeshniak got it out and cleaned off the rust, working perfectly. Now need to take out the stuck detent ball and replace with new ball and spring. Thank you for your help
