Recently it has come to my attention that Paul Cardwell is a convicted criminal.
Most of what he says in this interview is probably not true.
I've included articles on his arrest and crimes.

Federal fugitive arrested in Bangkok for allegedly defrauding Wyoming hospital of $850,000
BANGKOK - A federal fugitive was arrested in Thailand Thursday after allegedly fleeing the United States following charges of defrauding a Wyoming hospital of $850,000.
Paul David Cardwell was arrested following a tip provided to U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) in Bangkok that Cardwell was residing in Hua Hin, Thailand. HSI Bangkok personnel traveled to Hua Hin and verified that the individual was Cardwell.
Royal Thai Tourist Police were contacted and Cardwell was arrested with the assistance of HSI Bangkok officials.
Cardwell surrendered to federal authorities March 27, 2012, and was charged with violating numerous federal fraud statutes in U.S. District Court in Cheyenne, Wyo. He was released on bond following arraignment. As part of the condition of his release, he surrendered his U.S. passport. Cardwell illegally left the United States after attempting to procure another passport under a different identity.
Officials from U.S. Embassy Bangkok's American Citizen Services will be coordinating Cardwell's return to the United States. Cardwell will be held in Thai custody until he is transported back to the U.S.
This case is being investigated by HSI, the FBI, and the U.S. Postal Inspection Service.

Paul Cardwell managed to stay at large from authorities for more than nine months. But living large reportedly is what led to the former Powell Valley Healthcare CEO’s apprehension in Thailand last week.
Royal Thai Tourist Police arrested Cardwell in Hua Hin, a beach resort town, on Friday morning.
“Locals tipped off police to his location after they became suspicious about a wealthy foreigner living a life of luxury seemingly without working,” reported the Bangkok Post, an English-language daily newspaper. Cardwell, 47, reportedly had been in the country on a bogus passport.
Cardwell is wanted on U.S. charges alleging he and an accomplice stole nearly $848,000 from Powell Valley Healthcare between March and September 2011, and close to $846,000 between 2003 and 2009 from the former White County Memorial Hospital in Monticello, Ind.
Cardwell had been CEO of the Monticello hospital before coming here. Hospital officials in Indiana only learned of the scheme - which involved sending payments to a non-existent physician recruiting firm - after it was uncovered in Powell.
Prosecutors believe that, after he was fired, Cardwell went to Thailand to buy real estate with the money stolen from Powell Valley Healthcare.
The investigation into Cardwell’s time in Powell culminated in criminal charges in March 2012. Cardwell returned to the United States around that time and pleaded not guilty.
While awaiting trial, Cardwell was released on a $50,000 unsecured bond by U.S. District Court Judge Scott Skavdahl. On Aug. 28, Cardwell’s attorneys notified prosecutors they had lost contact with their client. Cardwell’s pre-trial services officer then discovered that Cardwell - who’d surrendered his passport as part of his bond conditions - had unsuccessfully tried getting a new one under his birth name of Paul Sappington. Despite not getting that passport, he somehow found a way to get out of the country.
On Aug. 29, Chief District Court Judge Nancy Freudenthal issued a warrant for Cardwell’s arrest. The search ended Friday in Hua Hin.
Photos on the websites of tabloid Thai Rath (the country’s largest newspaper) and the Independent News Network showed a fit-looking Cardwell sitting at a table surrounded by Thai police at a type of press conference.
Dave Joly, an FBI spokesman in Denver, said it may take up to a month to work through the necessary paperwork and dispatch agents to pick up and escort Cardwell back to the United States.
“(Cardwell) is not in the U.S. yet, but I’m sure that will give his victims some relief to know that this guy won’t be doing this to anybody else any time soon,” Joly said.
Cardwell has been listed as one of the FBI’s most wanted individuals in the realm of white collar crime with about 50 others.
Joly said Cardwell’s presence on the list related to the large amount of money alleged to have been stolen and a desire to publicize Cardwell’s fugitive status.

I've been watching World Zoom's KZbin channel for a while now and never knew all these things about him. He's a very informative guy but his best attribute is that he comes across as a really down to earth kind of guy. I would have never guessed he was a hospital CEO. This was a great interview Mark, really enjoyable to listen to.

You and others an Expat You Tubers have a responsibility to your audience to provide information to protect them. After reading all the information about his crimes, I can pick off the lies, one after another. He is a professional con-artist, and I am sure he was working to position himself to con retirees from their savings next. He no longer has corporations to swindle for survival. He is smart, doesn't stutter, and has his story rehearsed well. Hopefully he will move on and leave the Philippines before claiming victims. I understand people serving their time and paying their debt for crimes should be left in the past... this is different folks. This is someone in our midst that continues the con. Ask yourself, why? He is planning and the plan is not good. Mark, Thank you for being transparent. You may have saved a few expats from financial hardship.

Re-up for 4 years as an officer? Alarm bells going off, since officers don't re-up. Only enlisted personnel have contracts. Officers have commissions, they are forced out if passed over twice, a rank is never guaranteed. 26-year Navy Veteran here. Hospital CEO at 30? Yeah right.

Very true. Officers are in for life. Normally they can either resign, or retire if they wish. If they get in trouble they are dismissed. If they get passed over for promotion, then the 🥾. As you stated there is no re-up for another 4 years for an officer.

The government authorities in both the US and Philippines had to have known all of his convicted priors, background of current warrants and felony charges - and still cleared him fit for travel and entry into the country. Take a lesson that government and the court of public opinion do not always agree on a subject person. As long as Cardwell stays clean of active warrants for his arrest or felony charges filed, he can sit in front of cameras like this dispensing his screed. Buyer always beware!

To think that some Pakistani and Indian medical students took up their medical degrees in the Philippines!!! Why is the American government laying up so much difficulty for Filipinos to enter the USA. Yet, when it's time to ANNEX our military bases for projection of power to address the current geopolitical situation my beloved country suddenly becomes "the closest ally" ever...so-and-so...

Sadly a grim reality of life. If developing countries are given easy access to developed countries then the migration would be insane. Same for most developing countries who deny/restrict land ownership for non-citizens otherwise folk from developed countries would buy up lots of land.

After reading up on his crimes, and viewing his rebuttal video you realize how easy it is for him, to lie! What he did to a regional hospital is disgraceful, and thinking paying a fine is restitution is a joke! Imagine being that construction worker told yeah go find another job as this was cancelled, because the ceo embezzled the funds! He lies too easy to trust!

I wasn't in the Navy, so I really don't know to medical field. I had a pick up on it, but he is a smooth talker. I picked up on that much. I watched his channel a little bit and I wasn't impressed but help me where he's lying about everything so I can understand this better. I'm watching the video now. Paul Cardwell was back in federal court last week - not as a defendant, but as a witness for the prosecution. Cardwell, who’s currently serving a 10-year prison sentence for defrauding hospitals in Powell and Indiana out of nearly $1.7 million, was called to testify against a Burlington man charged with bank fraud. Cardwell had shared a cell with Marvin Iverson while their unrelated cases were pending. On July 29, Cardwell shared some of their conversations with the jury hearing Iverson’s case. Jury members convicted Iverson of the felony fraud count on Wednesday. Iverson allegedly wrote a series of checks on a closed account between April and September 2012 to try paying off various debts, including a $369,300 mortgage, his Big Horn County property taxes and sales taxes for his business, Marv’s Meat Processing. One of the institutions defrauded was Big Horn Federal Savings Bank, as Iverson tendered bad checks to the bank’s Greybull and Cody branches. Iverson opened the account in question on April 9, 2012, and closed it 10 days later, but then continued to write checks on the account. FBI Special Agent Kent Smith said in an affidavit filed with the case that it appeared to be a scheme taught and practiced by people known as “sovereign citizens.” Presiding U.S. District Court Judge Alan Johnson has described sovereign citizens as people who claim that, although they were born and live in the United States, they’re their own sovereigns and not U.S. citizens subject to state or federal courts’ jurisdiction. Members of the movement argue that when a person is charged in court, it’s not their actual physical person being charged but rather a separate corporate “straw man” that exists only on paper. For example, shortly before the start of the trial, Iverson filed paperwork saying his corporate “trust” was going to pay the bill for all the charges and on the checks he passed at Big Horn Federal. Iverson described himself as an “authorized representative.” The three-day trial in Cheyenne featured testimony from six witnesses for the prosecution, including two bankers, Agent Smith and Cardwell. According to John Powell - a spokesman for the U.S. Attorney’s Office in Cheyenne - Cardwell told the jury that Iverson had described himself as a “patriot” who’d become disgruntled with the government and banking industry. Cardwell recalled Iverson stating that the banking industry had wronged many people, including his friends, and that he’d used the closed account scheme to buy vehicles, Powell said. Iverson also reportedly told Cardwell he’d jumped bail in early 2013 because he didn’t believe the federal court had any jurisdiction over him. Iverson represented himself and called himself as the only witness in his defense. He’s scheduled to be sentenced by Judge Johnson on Oct. 8

Very interesting information. Knowledgeable guy here. You really scored a winner with this interview and video. He didn't really talk about his current PI plans, but his medical views were his life. As an American resident in Japan, I have always felt comfortable with my medical and dental work. In fact, the hospital I frequent is giving me a free physical this weekend. Nothing like that in the U.S. 😐

One of your greater and more interesting interviews, but unfortunately some of Paul's claims are questionable unless able to be substantiated. It generally takes between 20 to 25 years to attain the rank of Captain 0-6 in the Navy and possibly would not been running whole Naval Hospitals at lower ranks, thanks for sharing.

Yes. And it was a lie. He was only a CEO of two hospitals: one in Indiana and one in Wyoming he ripped them both off for hundreds of thousands of dollars

I don't think the Navy does 4 year obligated service contract for OCS school. He was either passed over for LTCDR and or resigned his commission if he ever actually had one.

As a former US enlisted soldier, my MOS has put me in good career trajectory maybe not as well as Paul's. I hope to go back to the Philippines, my birth place, and retire there. I miss the noise, the lights, even the smell of diesel smog coming from the buses and jeepneys.

Paul is right that it's easy for PT, OT and Nurses from the Philippines to work in the US. In 1993 US recruiters came to the Philippines and offered us jobs. Employers gave us work assignment upon arrival with temporary permits and full time jobs after passing the state board exams. Twenty years later I chose an optional early retirement and is now spending vacation to the Middle East and European countries 4 times a year. That was the best decision that I made in my life.

Interesting guest and conversation. What an interesting life and career Paul had. I graduated from UST Med School in Manila and trained in the US in the 70s. I started out in OB-GYN residency after internship in NJ. After the first year of residency, I switched to Radiology after burning out from the call rotation. It was a. blessing and a life changing decision. I recently retired and am traveling the world with my wife who also retired from her medical practice (Pediatrics). We've been to more than 120 countries, spend half the year on world travel and adventures. We live in San Diego. Best wishes to both of you on your ex-pat lives !!!

It is so weird watching this video and reading the comments. The comments two months ago said so many nice things about this guy Paul Cardwell. Then now, he is called a con man, and according to the description of this video, he was arrested in Thailand! No mention whatsoever of his timeline in the Philippines. So did he go to the Philippines, and then moved on to Thailand, where he was arrested? Was he a KZbinr making videos about the Philippines, and used his real name, and not got noticed by the US authorities? Puzzling.

Condolences. A life cut short is one of the saddest things. When someone like that dies is that you KNOW they would have gone on to even greater accomplishments.

A great interview. I am in the sterile processing field. To hear him speak of Joint Commission made me really relate to his story. Another great interview. I am also a subscriber to his channel and did not know he was in the medical field.

I watch Paul's channel. I'll be in S.E. Asia in a month. Thailand for three weeks, the SEA Games in Pnom Penh May 5-10. I might fly over to Cebu three days fr. Thailand

I've really enjoyed Paul's channel. So nice to hear a little more background on him that he would not normally go into much detail on. Great job Mark, finding interesting people to interview must take a lot of work. I'd be interested in hearing interviews with professional Filipinos because that's a segment that is completely overlooked on these expat channels. Thanks!!

No Wonder health insurance is expensive in the US. Medical doctors in Norway make less than half compared to the US. I would say an average would be 2-300k usd. Im a capitalist but i'm not sure how smart it is to open the floodgates of capitalism in to all parts of society.

@@everymanhasastory is it because retired single/divorced/widowed business executives don’t usually retire to PH? What about guys who retire, and invest in, PH? Along lines of investment visa. I’m thinking about this myself. I’m very interested in PH as an economic growth story. You do good interviews 👍
