A couple of things that you didn't cover. The first is that the person who approached the victim was, or seemed to be, pointing a taser. Why? Next, it seemed like the person applying the handcuffs kept tightening them beyond what was necessary. You can hear the ratcheting continue to click. At what point do handcuffs become punitive and not just restraints?

@D.E.K.KingSKillz I'd prefer not to be randomly attacked and falsely accused of committing crimes. And the money from those law suits is not paid from the police budget. It is taken from the city budget. Our tax dollars that could be better used on education, infrastructure, affordable housing, feeding hungry kids, etc. The police investigate themselves and find themselves innocent of any wrong doing. And with irrefutable evidence of "wrong doing", that might result in a two week paid vacation for the guilty officer. At most.

Since police, the police station, nor the academy that trains the police get punished civilly (money), federally (time in jail), or even socially (Fired and cant get a job due to complaints against them) the schools, captains, and coworkers teach and encourage this kind of behavior to make it easier to get more cops on the force, ones they can control (more in the aspect of being dirty), and with mental faculties so low that they can actually use the excuses like "I didn't know aiming and discharging my fire arm while it is in contact with a innocent civilians forehead could cause death" to use the Qualified immunity's stupidity clause to its fullest effect.

@@nukepuke932 Half correct. It will be a hell of a lot harder to do your job if the people don't trust you. Imagine you are chasing a suspect, he disappears into a community, and every house you approach, no one will answer the door, even though you can see people peeking through the curtains. Anyone you catch outside only responds with "I invoke my right to remain silent." Also, people will stop calling the police for help, and you will see a rise in vigilante justice. More than likely, after a few years, the only way a politician could legitimately win election is by promising to sanitize the police with fire, and if they fail to do the job they will never hold office in that region again. And if you flex too hard on the people, you might just find yourself investigating crimes against the cops... @@TwilightMysts Nah. If they really want to get a person, they'll just send more cops/weapons next time. Also, there are far fewer "communities" today than there were decades ago. Generally, neighbors tend to keep to themselves now. So when cops come by to get information on one of their neighbors, they'll get that information if they believe the stakes are high enough. Vigilante justice? Not from the vast, vast majority of Americans. Sure, you'll get a Punisher or two who will quickly be eliminated, but American blood is water nowadays. How does the store manager know that he didn't steal anything? Yes, the Manager took the receipt, but he never checked the merchandise in the cart, at least not on the video. And the Store manager has the receipt on their cash register system also, so it's not just the customer that has the receipt. The Manager fails to apologize to the shopper for falsely accusing him of shoplifting - what kind of a jerk does this? And then has the gall to formally trespass the shopper. Get rid of that manager. Even after the manager told the police he didn't steal anything, they held him in their car and would not release him promptly.

I’ve had this happen to me. One officer at the door waved me past when I tried to show her my receipt. Five minutes later a cop jumped in front of my car hand ready to draw his gun. I explained that his partner waived me on while he was talking on his cellphone looking away. He said that “I know but she didn’t have the right to do that.” After about ten minute pouring over my receipt and items and asking me what my purchases were for, he reluctantly let me go. Ironically years later I worked as a contractor for walmart loss prevention. It’s a very corrupt setup. They even stop the cops from calling EMS for fear of things looking bad. They also aren’t allowed to go after homeless who steal for fear of ACLU type lawyers going after them. Meanwhile, outside camera footage isn’t available to help solve crimes committed there, it’s only for monitoring potential “union activity” from employees. I didn’t stay long, it was too morally gross. And in fairness, these may have been local decisions. Maybe not all are run like that.
