Thaddeus Ross is easily the biggest jerk in the Marvel Cinematic Universe. He is also easily my most hated character in the entire series.

Thaddeus Ross is not good person. It's his fault Bruce Banner became The Hulk and he thinks The Avengers are not heroes and are a menace to society and he does not care about their rights and although The Avengers violated the Sokovia Accords and refused to sign and they defeated Thanos which Tony Stark sacrificed his life, he won't stop hunting them and he'll do whatever it takes to bring them down.

Even after the snap and that everyone came back, The Sokovia Accord is still active. I assume he replaced Steve Rogers with John Walker as the new Captain America because he went against the accord. He created The Sokovia Accord and manipulated the UN to sign it, anyone who defies the accord is a fugitive. He only used the accord to control all heroes for himself. With your opinion and my updated opinion about him, he really is the most hated character who doesn't care about anyone but himself. I hope in the upcoming series She-Hulk, he will confess that he created the accord and that this was all about himself, becomes Red Hulk and teams up with Abomination. He'll be defeated and the accord will finally be removed for good, except the Sokovians will be furious that the accord is taken down of course.

The trouble is, in the case of the Hulk, Ross himself is a chief responsible party and he knows it. In the case of Tony, Tony already demonstrated the ability to hold himself accountable with the Ten Rings business and disarming Stark Industries. Ross, meanwhile, has violated human rights and borderline enacted martial law while enacting unauthorized military excursions into civilian areas and endangering innocents. All of these he has done not with the government's blessing nor consent, but of his own volition and out of sheer, blustering ego. Mind you, this is talking MCU alone. In the comics it is _so much fucking worse._
