I think it's worse here in Atlanta(USA) because you get to pay for the booklet and never called for capturing and when you eventually call the office they ask you to repay again for them to give you express.

Yoh! I don’t follow you. The story you are telling is very strange.There are two queues at Home Affairs. One for collection and the other for I D and passport. Then you join the the queue to submit your forms then take pictures then pay . Your passport will be ready for collection in 3 days. They will send you an sms to come collect it. This long story you are telling shoo! Maybe we are talking about two different things.
