I think it has something to do with allowing people to use weed burners in more agricultural-focused areas. Like how in some areas, you can use a special permit that allows you to drive short-term on the roads with farming equipment if you aren't legally allowed to drive a residential vehicle.

The thing is we don’t know if Gavin ever called the police. He was treating it like it’d be a hassle. Whenever Gavin says he’s going to do something in that tone of voice and starts asking “can you even” he also ends up not doing it. People going on about the legality of flamethrowers are forgetting one major thing. This is Gavin we’re talking about. He can’t word anything properly. In all likelihood, what he had was a weed blowtorch. About the shape and size of a cane wit a small propane tank on the curved end and produces a small flame on the other. Meant for burning the roots of weeds.

Collin Skone They didn't really use flamethrowers in Vietnam, they used napalm. Those are very different in effectiveness. And it wasn't very effective in 99% of the time and was used only as a last resort, which isn't portrayed correctly in media about ww2.
