When I took track and field in high school the laps had white lines under 60 meters and 300 meters. Is this what you're talking about? Their there to help track sprinters focus on increments and tempos more such as when long distance runners focus on kilometers instead of miles. Well they practice with both, know what I mean? For Example middle school XC practices 3200 meters but they time tempo runs around 1600-2400 m because they focus on speed at different times. Or when sprinters run 3x300m.
