real question is why you picked 1936 as the start year? War started in '39 the NSDAP was elected and the enabling act was signed in '33 The only thing that happened in '36 was German's Remilitarisation of the Rhineland.

They did rovers as a rush job just to get a milestone cause they weren't gonna make it. Plus the us got a lander on the moon first. All of the us rovers have no relation to the lunokhod rovers either so they really didn't do much for later space exploration.
