He had to intentionally get hit in the right direction, tech the ledge, predict where Samus was going to be as she began her Special Fall animation, account for the startup delay of Roy's dair, and see all this would happen before going for it. That's something that takes tons of experience.

Difficult to time, if you mash I think there is a delay between inputs

If you press L/R you have a 20 frame tech window, after that there is a 40 frame cooldown before you can tech again
